Account Lab Plus and iHost are both good. I've had a problem or two with iHost, but they have awesome support.

WHMCS is the best one. Seriously I love it!

This is because, it looks nice. Easy to use, the features it has are astonishing. Like the whole domain registrar thing. It sets up accounts perfectly with well set out emails. The support ticket system is neat and it has like a portal at the start with announcements etc.

I've used iPanel, and it works perfectly for my needs, they have good support too.

I think both AccountLab Plus and WHMCS are great products. But I would have to give a slight edge to WHMCS. The developer, Matt, goes our of his way to make sure the product works for you. I have even heard of him making modifications so it fit a clients needs.

I've used all of the following: ClientExec, WHMCS, iHost, iPanel, Account Labs Plus.

ClientExec is good, and has many of the same features that others has, but the support is sloppy at times, and there is little to no effort on responses, mostly template replies.

iHost/iPanel are for the "cheaper" host, lets admit it, the basic template looks hardly anywhere near professional, and you have to make quite a few changes to make it look good.

But I have to say. WHMCS (http://www.whmcs.com) is by far the best I have used. WHMCS already looks good, and with a few quick and simple changes to one template, you can integrate it with your site.

ClientExec, WHCS are the best for free if not paid hosts.
Although i do have an iHost owned license, which i can offer to you for free if you are serious about hosting and won't quit after a month like most hosts.

Sure:

Also, ModernBill works quite well. http://www.modernbill.com/
It's a bit pricey, but it's worth it, if you're in a proper web hosting business.

EDIT:

I found some more free ones:

What do you mean "extra package"? PHP/mySQL are all standard on WHM/cPanel

If you use WHMCS DONT use php.ini to get it working as this turned out be insecure.

For a free system, it's not bad, but it lacks features and customizations with order data like other systems have.
