Help starting the game would be great! The last host couldnt help us get the thing started. We installed etc. but we didn't know how to run the program so it'd start the server lol.

Any preference as to where the server has to be located?

For the specs you have listed, we do have a budget series server that will fit you. However I am not sure you will be able to get the lowest ping since you are located in california.
