Would it be possible to get a bunch of banner ads and just make a website with no content but ads and make money off of it? Would it be worth it to do so? Or make every ad banner so that when you rolled over it it opened the link :P

No. All advertisers has rules in their tos you cant place ads on pages with 0 content or too much ads
