They didn't "steal" them. Microsoft makes them freely available for use.

Probably the same reason wBB and iKonBoard can't. All the smilies look the same. The only different ones I've seen are the ones that Tom from SubBlue created for phpBB2.

Well, they are all just variated copies of the "Dont Worry, Be Happy" guy. Even Walmart has copied it..
