If you want cPanel/WHM on a VPS for $30. I seriously doubt you'll find any. Try rasing your budget, it may help.

Well, cPanel isnt cheap even for vps so it is going to be hard to find what you need for $30 a month. Mabe you should look into a directadmin vps instead of cPanel that may be cheaper.

There is no way your get unmetered for your budget. Your looking at $30 for a basic 5-10mbps connection.
