Hi, I was wondering why I cant PM people or view profiles, do I need a certain post count or something?

Yes, I believe you need 10 posts to do that.

edit: doesn't seem to be 10, ohwell no worries.

Are you sure you need 15 posts? I think that it has more to do with how long you have been on this forum for.

A few days back, I got PMed by someone with 3 posts.

You don't need 15 posts to send a pm. When you become a member here you don't instantly get access to pm. It takes some posts and some time (not much though). This to stop spammers.
