i would always prefere to learn C or C++ first. If you want to learn php and perl, learn c or c++ before.
Go to a computer institute to learn c or buy a book on that.
And after that open cgi and php script and look at them, you will learn cgi and php very easily after you learn C.
Most computer languages will be easy for you if you learn c.:)

In our times there is almost never time to start things well and with the right order. So for me forget ASP, go with html and php together(buy two books for dummies and then eat all the advanced books you find) . Open some scripts and see how others write the code. When you get some experience with html and php, just start to drop an eye on Perl. But you'll never be able to write a complicated script, that will be good, without bugs and without security problems. You'll have to add more and more knowledge in order to be complete(actually you'll never be complete) .
