That used to be a virus and the window would bounce around your screen. Each time you exited the browser, 4 more would pop up. Had to restart the computer for it to stop.

Yes, somebody made a pop up "virus" out of that. It would open new Internet Explorer windows until you pc froze or IE crashed. The version I saw was not really a virus, it just bombed you with pop ups. You cpould also ctrl + alt + del and end the IE process.
