I followed the link you provided. It is asking to choose payment method. Not sure why? There is no detail what this offer provides. Like, cPanel, fantastico, etc. I also visited the homepage. there is no free option.

There's no free option on the homepage as this is just to the first 15 new clients. On signup just choose any payment method, you won't be charged anything as it's free and your site will be instantly set up.
