Does datacenters usually have a backup line for everything and by everything i mean:
UPS(uninteruptable power supply)
Backup Connection IE: if 100mb line goes down they have a backup 10mb or another 100mb.
Server is down do they have a backup server?
Just some questions as to i might buy some rackspace in the near future.

Some of your questions were a bit odd.

Datacenters do have UPS systems and in most cases can stay up 14 days without any power.

Back Connection? That's redundancy. Unless they have only 1 provider like SAIDCORP did, then you are fine.

Server down... Well, most data centers only offer colocation of your own servers unless you want to resell but that isn't a good idea. And no, no backup server. That is your responsibility.

Datacenter must only provide UPS, they can't be responsible for back up of your database.

They typically don't provide backup servers but they backup your information (usually as an add-on service).

No they wouldnt have a backup server for every server, that would be just ridiculous

If a server goes down, or experiences some downtime, it doesn't necessarily mean that all of the data on the HDD will be lost, or erased. A chunk of the web hosts today take backups of accounts daily, but usually, servers don't have their own individual backup server.

As a side note, many web hosts encourage you to take your own backups, just in case.
