If you just want a simple PhpBB 2 forum you can get them for free HERE (http://www.urphpbb.com) You can request styles to be added if you don't want the default.

Do you mean that you want someone to design a unique website layout for you, and then a PHPBB2 theme which will match the site's design?

Or do you just want people to get for example, a PHPBB2 theme then create a website layout based on the colours? Or vice versa?

here's a tip, look for a cms that integrates with PHPBB2 and get matching themes.
