Currently using a host $10.95 for 500GB BW
But these days lots of downtime..so I wish to spend arround $15 for 99%-100% uptime. I think the price is tolerable!!

Your going to need to have a minimum of $40/month for 500GB bandwidth for proxy hosting.

For a proxy, you would be better suited to a VPS, as they use too much CPU for shared hosting, and you wont find anything over 100GB bandwidth for around $15.
