huh?! .
It means that the domain is locked in Godaddy's control panel. An individual has to choose to unlock his domain before he can transfer it out of Godaddy.

I believe the domains have to be two months old before they can be transferred.

I tried to less than a week ago. It said "this domain cannot be transferred", so I looked at possible reasons.

# Regulations prohibit transferring domains that are less than 60 days old. Please wait at least 60 days before transferring.
# Regulations also prohibit transferring domains that will expire within 7 days. So, please transfer early to avoid this problem.
I was one day shy of the sixty days, so I initiated transfer the following day.

Yeah all the domain registrars i have ran accross you had to wait a minimum of 60 days, isnt that a ICANN requirement?

Yeah sounds pretty standard, you may want to shoot them a email just to be sure. Im sure they wont have any problems telling you what their policy is regarding immediate transfers.

I was transferring FROM godaddy to namecheap when I got that message. ;)

Take a look at https://www.godaddy.com/gdshop/transfers/landing.asp?ci=8992.

Note: Regulations prohibit transferring a domain name that has been registered or previously transferred within the last 60 days.

I'll place you a bid of $5, depending if you can verify the transfer.

It looks like the only way that it can be transfered is within GoDaddy, transferring to another registrar is not a option becuase of the 60 time lock placed on it..
