It looks Ok - it's not too pretty, but it's not ugly either. One thing I would change: in your tables of links, you need to add padding so that the text is not flush with the border of the table.

Personally, I wouldn't go for the white background on a shiny blue back-background. Its not easy on the eyes, but that's just me.

I agree, I don't like the blue background too terribly much, otherwise it looks fine.

The logo sucks, and the blue/white theme is a bit disgusting if you will. Make it more "curvy" as well.

When you aren't XHTML Valid, people tend to look down upon you, it's what I know for being Invalid for so long.
