Possibly that people have permission to use South Park on their site.

Next question, why do you ask?

Generally, each "product" only had ONE official site. IE. The official FOX TV site, the official "INSERT NAME" Football team, Southpark, Friends, Pepsi, etc.

A user on Aimoo asked for permission from some English actor named Jerome Flynn to create an official website. And this was the result:
http://www.jeromeflynn.com/
So all you really need is permission from the org or person you are representing.

If you have permission from the person or organisation to use their name and images etc., then you are an official site and they may give you access to material you couldn't get otherwise. Any site that does the same without permission is unofficial. The only real difference is that some organisations or people may take action if they are not happy with your using their names and images, but loads of unofficial sites co-exist with official ones on the same topic, and are often better.

Here's an example...if you wanted to be the webmaster for a hockey team's official site, than the team itself chooses you to be affiliated with it. They ask you. You don't just choose to be an official site.

An official site is one made by the company/person/thing the site is about, or someone hired by those people to make it. You could be an UNofficial site...and those are ussually better.
