There isn't just a tool... it takes skill.

Get your slice tool (Look on some tutorials on slicing) then cut your design apropiately. After that Save as Webpage or something on File. Forgot it's name.

actually, there is a tool i found the other day, but, i am not sure how good it is. it is a photoshop addon tool. you would be better off just learning to slice the image, and then using the image parts where needed. that would be my advis to you.
