I need one specific hosting provider, or can i use one normal??

You'll need SHOUTcast hosting. Not entirely sure about the legality nowadays to be honest.

Whats requerimments to create this? - see above & you can stream from your own PC with a decent speed connection (128k and above upstream)

As Colin says the legalities have to be considered carefully, running one of these is fine but what you broadcast is under various laws/copyrights depending on the material, if it's you live chatting that's fine but play music you need to check if it requires a license to first.

That's for a broadcast license and it's dependent on where from too, it is complex, overly so to be honest.
