I have vast expereince with php, I can do pretty much anything that you can imagine, even if other programmers said it wasn't possible still get in touch.
Rates are set low at $25 an hour, however large jobs will be quoted upfront you will also recieve a summary of the work involved ( nothing technical ) and a realistic time frame for completion of your project.

Hi Joe. Without emailing you, how much possibly would it cost for a custom coded image rotator script? Which can be edited by an admin.php page?

Hi Adz,
Right then when you wrote that sentence, the picture could not have been clearer in your head, however in mine, having worked on several hundred pages of code in the last few days alone, it's not so clear.
Such an idea could have one or all of the features from a ten thousand feature set, "admin.php" isn't really enough to go on.
I'll help you out with things I need to know to give a decent answer:
Will the software need to work with any other existing software ?
Will the software be required to manipulate images in any way ?
Will the software need to accept other textual data types ?
Will the software need to be deployed across more than one website or server ?
Will the software only upload images from your computer or other servers too ?
Will the software need to rotate images with timers ( without page reload ) or will it rotate on reload only ?
Will the software need to be able to accept any sort of payment ?
Will the sofware have access to mysql or would you prefer to use the filesystem only ?
Will the software have to maintain it's own size database with cron jobs or another viable solution ?
How much control over the actual rotation process does the software need to have, ie do you need to control by percent or simply rotate all images equally ?
Theres lots more, I'm hoping this will prompt you into a description I can use :)

Hi Craig, indeed, everyone ...
There's only a certain amount of hours in a day; over the last few months nearly all those hours have gone into writing freebies and starting websites that are going nowhere. I found myself in vast amounts of debt because I would spend nearly all night every night sitting on msn msngr or in digitalpoint forums giving out freebies and offering to do jobs for free just to keep my mind occupied, these days are gone, I'll always browse the programming threads in forums I go in, but they are no longer a priority, they aren't even on the list. I must make this business work and I assure you I'll be glad of the custom should you wish to get in touch.

I have some projects in my mind but am so busy these days I don't know if I will ever have to time handle them - at least I definitely know who to turn to with regards to trust.
I'll let you know when and if I am ready (they're pretty big, lol) ;)
