What would you need resources for a webcam site?

My fiancee's bro wants to do a 24hour cam site I guess, but doesn't know what he would need. As I am also unsure what is needed, I figured I would post this here so people who have either done this or hosted this can give him a clue on what would be needed to have such a site. Any information would be extremely appreciated.

When you say a webcam site do you mean where people can have conversations using a webcam on your website, if so you'll need a dedicated server.

Honestly I dunno the exactness of the site, I think he just wants people to see his skinny arse. I am going to assume like the dude who counted to a million live.

He should be ok with just a decent shared hosting account to start with. It sounds like he may end up embedding some code or something close along those lines..
