That's right! I'm offering my services for renting :)
Any virtual odd job you need to have done I can take care of it.
From editing your templates, integrating scripts, custom php coding, graphic design, I can do it all.

I run http://www.simispeaks.com in association with the school. We need to hire someone that could build us and entegrate a polling system that would work with our existing cms (interactive tools article manager 2.0)

We would need the writers (and above) to be able to make a poll for there story and then it would have a little button to show results.
It should also have alittle flash "rate This article" on the bottom of the page that would rate the article and automatically have it display the top 10 rated articles in "Cover Story"
We would also like a commenting system where viewers can register (and it will go into our existing CMS again)
and then post oppions pending moderation by an admin. The writers should also have a function in there post article function to not allow the article to be commeted on.

MYcPanelHost, Article Manager seems to be a Perl script. The last time I've done Perl was in 1998 :p While your project looks interesting and I'd love to take care of it, I feel you'd be better off finding another coder who is fluent in Perl.
