Might be kind of hard to get a decent VPS with 10 IPs for that budget. I can offer you our VPS-1 package (http://webpagehost.biz/vps.html). It only has 2IP's, but it comes with 20gb/500gb, 512mb guaranteed RAM and free cpanel/WHM for $45 a month!

22. IRC networks: It is absolutely forbidden to host an IRC server that is part of or connected to another IRC network or server. Servers found to be connecting to or part of these networks will be immediately removed from our network without notice. The server will not be reconnected to the network until such time that you agree to completely remove any and all traces of the IRC server, and agree to let us have access to your server to confirm that the content has been completely removed. Any server guilty of a second violation will result in immediate account termination.

Directly said IRC is a MUST. This vps is to resell IRCd's for Servers.

Finding an IRC allowed VPS with those stats at such a low price, especially with cPanel, will be almost impossible from any good provider.

Right in your T.O.S it says NO IRC. I mentioned in my first post that this is for IRC so IRC must be allowed otherwise it is out of the window, IRC shells make a lot of money and website not as much. You can find free hosting with just about everything, We do NOT need domain names we already have two. So please offer because I have been searching and nothing. I have found cheap cheap dedicated servers, however they are all sold out

Up your budget by at least double, or remove the need for IRC.
