They are working over the factor that users need not pay more if they are using less.

I just bought 80 MB space, 6 GB monthly transfer, etc. for $3. I feel like I robbed someone.

My site probably won't use anywhere near that much, though, which is what they're counting on.

Few people utilizing the full resources they purchased is not a problem for them. The problem arises when everyone starts using his/her full quota. :D
