You asked to move to requests but did not list any requirements.
What are your requirements.

You are looking for a vpn not a VPS correct?
What will the vpn be used for?
Do you need linux or windows?
Would you like a vpn on a dedicated machine or from a vps?
Dynamic ip's I do not know of any host that uses dynamic ip's unless there are running out of their house or on a low budget dsl or cable modem connections. You will get a static ip from 99.999% of hosts.

What do you need to do with it, getting someone else to supply VPN means going through their network.
If you need that sort of secure login then your own client/server solutions better and could be setup on a decent VPS.

To have a decent VPS for $5 is impossible. I can advise the cheapest VPS from A2hosting.com for $17 I have ever heard.
I can add vpslink.com and eurovps.com too. Not bad companies with good prices.

It's VPN (Virtual Private Networking), not VPS :)

hqhost.net doesn't really give much info on how many users that $20 allows, suppose talking to sales for that one.

You'd better ask their sales or support about the details.
