Hi guys. My 'old' host just vanished off the face of the earth with all my content (which I never backed up) so i'm needing some hosting again and a domain and my budget is around $4 to $6...

I would suggest never having your domain and host at the same provider. Also go to the domain specialists, such as godaddy or namecheap. If the web host goes down, then you will most likely lose the domain too..

Well, true, it isn't a great idea to have your host manage your domain (unless they're icann accredited); but if a host offers a free domain maybe they can instead reduce the cost of the hosting by $6 or $7/yr if you pay for it yourself.

If poeple only bought domains from icann accredited registrars then newcomers won't have the chance to become one. That will not be fair. Buy your domain from any registrar that you feel comfortable with. There are many new web hosting companys which are extremely good. Even better I would say. Just make sure the company isn't run by a teenager.

I disagree. If a host isn't large enough to be icann-accredited, they may as well not sell domains at all. IMHO.
