How do you test the host's speed? besides just loading the website

Yeah, Ask for a test file that you can download. Also, you need to keep one thing in your mind. You need to ask them in which server you will be put if you sign up with them and need to ask for the file from that server. Many hosts will have their website in a different server or ven in a different DC. So there won't be any meaning to check the speed from their website.

Ask for file as David suggested and ask people through forums from different countries download it and give you results.
