Not to sound pessimistic, but if you can't afford the bills, I don't recommend you run the site. Advertisements should be helping to pay the bill, not fully support the cost of the site. So, to help with the bills, get some ads such as Adsense or Y!PN. Now, you won't always have the money from the ads to support the cost, but its good to know you can have a reserve just in case.

I think you may get a dedi for that price. Is location of web hosting company important for you?
I know that Ahosting.com (http://www.ahosting.biz/promotion/dedicated/) provides cheap dedis, starting from $60 per month.
A2hosting.com (http://www.a2hosting.com/vps_hosting.php) also provides dedis for $17 per month.
Try A2b2xs.co.uk (http://www.a2b2xs.co.uk/) as their VPSs are really very cheap.

Your best bet may be a VPS with more ram, and if that doesn't cut it, I would strongly suggest a dedicated server.
I would also look at optimizing the mysql db on the server to see if that helps.

How fast is it growing? Your niche at list speedup your growing. I think that if got small dedi you will not lose anything.

You may try to optimize queries for your website. Shared hosting set usually 25 max_user_connection.
Do not know what to tell you but you can try Totalchoice. They have recently upgraded their service and run 8cpu's (yep it is hard to believe but it is true), do not oversell but issue still may be queries because they limi to 25 too.
Along with totalchoice you can try Medialayer or Doreo.
