i host ragnorak servers and i think i can help you out. but don't you think a dedicated would be better?

You wouldn't get a VPS with Windows for 25~ USD.

If you want Windows, you need certain amount of RAM / CPU to run it and all that will shoot the price up. Your better off getting a dedicated server at a higher price.

I doubt there is a separate license for VEs or Dedicated Servers. I assume the web-editition when bought bulk would cost you around 15-20 USD / month.

But when you put together everything you require to run the monster OS its definitely going to cost a lot more!
