Server in WEST USA

Is there anyone out there providing server on the west coast of usa ?

If so looking for some small server maybe

2GHZ , 1 GB ram and 1TB or more BW with 100mbps uplink port, and with or without control panel, closer to california. So i can get good ping from canada.

Hmm, what is the basic hardware of the server itself ? Also, whats the uplink speeed and maybe some ip to ping maybe ?

Also if i wanted to run some web proxies would that be possible ?
