cPanel VPS Request

I'm looking for a cPanel VPS, this must have cPanel included in the price.

Here's some of the specs I'm looking for:

Disk Space: 30GB+ (Upgradable)
Bandwidth: 200GB+ (Upgradable)
IPs: 5+ (Upgradable)
Control Panel: cPanel/WHM/Fantastico
Management: Unmanaged
Fairshare CPU/RAM or 512MB RAM Minimum (Upgradable)
VPS Control Panel (Reboots, OS Reinstalls etc)

If a billing system such as ClientExec or WHMCS can be included in the price then that would be great. I've seen quite a few VPS companies offering this and it would help reduce costs furthur.

I don't really have a budget as I'm looking for some good offers although anything under $50-$60 is acceptable for the VPS. Only UK and USA offers please.
