I like this one better because i can display ads at the tops of the pages. My host requires me to put a banner at the top of my index page. With my old layout i was not able to do that.

i know but i didnt really care for the old one. You may of all liked it but I like this new one better. :)

Very nice, but I am using a high resolution and suggest you center your pages.

If you're going to use the new one then make it 800x600 compatable.

Make the table cells a little spaced out, the text in the news section is right next to the line. Very annoying.

Well, I haven't seen your last one, so to me this design is pretty nice.
I have a 1224*768 resolution and it still brings up a horizontal scroll unless the window is 100% maximized (I like to have the little borders around the window, so it is basically maximized except for a few pixels...) so it will surely not work in a 800*600 resolution. You have to fix that.
As agiantdwarf said, you should put a little spacing there... I just add style="padding:5px;" to the TD tag, but you can do what you want. ;)
Anyway, I like the overall design except for those two I pointed out.
