Ideas for an Open Source Host

I've been wanting to start a free hosting / file mirror for open source projects; including rapid downloading via torrent for open source projects. Does anyone have any ideas on how I should go about doing this. Use a script, make my own or anything that would help.

Make your own if you want to be competitive or better yet buy an established script and edit it to add more features

As Andy said, find a script that does base functions you need and customize it to fit. Since you want to mirror files, a VPS or Dedicated server might be the route to go.
