You can't tell which the best from high level quota/features they're just images. :eek2: Everybody can write anything in the paper if they want to do. But doing for real is different.
But if you would like to measure stars from which hosting you can use this::idea:
1rst star: Longlivity at least 4 months or 1 years past.
2nd star: Lawful rules. [not awful, oppressive.]
3rd star: Warm community and lawful admins. [not sea flames or torture pit.]
4th star: Quota customizable,expandable when user really get exceed. [not like 100mb still 100mb can't expand anymore.]
5th star: Complete web control panel tools for web functions.
special star: Creative projects, there some type of free hosting that expand other of their own service than just be called free web hosting.

haha. thats true.
I know a few good places to fit your needs. The first one is a good host is freehostia.com great servers and never goes down. Great for a free host.
Also you can google good free hosts.
Or the last place to look at a paid hosting :}

There si many host offering free. Some asking for link or place their banner. I feel this will be much better than totally free. Give some more options and also before choose any host check the review search on google regarding it. OR check it in any forums like this. Will get clear picture about any host, especially negative reviews

Good to hear. Our free web hosting has these six. We're on our 9th month! Thanks to stonerocket for quoting our Web Hosting.

freeunlimitedweb.com looks like they are down now!
The trouble with picking a "best" free host is that "best" could mean anything: uptime, features, reliability, etc. It's really hard to say. Tracker was completely right when he says there is only the best host for you.

You can't expect many free hosts which offer huge plans to be much good, or last for very long but the best thing with using free hosts is you never loose any money if and when they do dissapear, if you loose your site it's your fault for not having a backup, remember free hosts have no obligations to you, let alone to provide backups even if they say they do.
