I'm proud to announce that Frihost (http://www.frihost.com/) has been offering free php and mysql hosting for over 3 and a half years now! Some members have been hosted since the start until this date. There is no reason this will change anytime soon, unlike most starting free hosts with unrealistic plans.
We offer enough disk space and bandwidth for pretty much all normal websites. Very few people reach our bandwidth limit of 10GB and even then it's usually due to hotlinking and heavy downloads. We have a disk space limit of 250MB, which is usually only reached by storing huge files and backups and not by the actual website, again only a few people reach it.
Other features are unlimited (meaning there is no set limit as long as it stays reasonable) email accounts, ftp accounts, mysql databases, additional domains, ... We offer either cPanel accounts or DirectAdmin accounts depending on server availability. Currently each member gets a (very short) something.frih.org subdomain. Your own domain(s) can of course also be used.
We currently have 3 servers entirely dedicated to free hosting. Our community forums (http://www.frihost.com/forums/) have over 50,000 registered members and 800,000 posts. They cover a wide range of topics, much larger than you can imagine. We also have active Dutch, Polish, French, Spanish, Portuguese and Turkish forums. The forums are highly moderated (at least we try) to ensure high quality. You shouldn't find much swearing, hate, flaming, "lolz, noobz", ... language at our forums.
In exchange for hosting we require activity in our community. This includes things as posting in our community forums, asking support questions, posting in the Frihost blogs and some other future sections soon to come. A minimum of 5 posts is required before requesting a hosting account. Afterwards being active is still required as long as you wish to keep your account. As previously mentioned, our forums are very active and broad, making it no problem for most people to stay active.
