Is there a hosting service out there where you can register a website with a domain such as site.net and don't have to give away details such as phone numbers and addresses?

I don't think you will find that. The reason for providing those details is to prevent Internet Abuse.

Then again, you need to pay for a .net site so you have to fill out details to be billed.

Why would you not want to give those details ? A registrar can be trusted !

I might have misunderstood, but do you mean you wish to have the WHOIS hidden? this can be done by many companies but maybe charged a fee.

The reason why you're required to enter your personal details whilst registering domains is because of the minority who've ruined it for the rest of us with their gaming the system.
