http://cyberwings.com and http://discount-hosting.com are the only hosts I can think of that provide hosting that cheap.

I second bruce's nomination of www.discount-hosting.com , although don't go with them if you want tech support.

http://webguyz.ws offers plans around that price, I think. And they have a support forum now.
