Help Need Site Recoded

Okay so I had my site designed, and its turned umm ugly. Need someone to record it. Seems its all in CSS but id prefer it more html so that it avoids this issue.

Now the kicker is that I have lost the psds, so Im working with what I have.

Please let me know if anyone can do this or knows someone who can. I ain't rich but would pay something for sure. Will also be looking to have a forums and blog skinned to this with possibly whmcs integration.
