Proxy Sites

What exactly do they do? I know they bypass some restrictions, but do they hide IP and use their websites IP? Is there other things they do?

For the record, I am 36 and currently out of work with a herniated disc, so I dont need a proxy for 'certain' material ;), just curious of their workings.
