I wanted to test to see what my site looked like in other screen resolutions, but for some reason, my computer won't let me change the resolution. It gives me the message that it will attempt to change the resolution, otherwise it'll just flicker for 15 seconds and revert back to the original settings. The latter is always what happens? What the hell is going on?
(this would work well in that computer help section +chips was talking about)

The simple way to see what your site looks like at different resolutions is to just go to it and type:
javascript:window.resizeTo(###,###);
In the location bar.
Anyway, I don't know the answer to your question other than (and this is just a guess) it won't let you change the resolution because the color palette/refresh rate/whatever you've set won't work at it.

it means your monitor cant get the power needed to handle that resolution.

Or you are using a pirated copy of Windows! Badly installed by the fellow down the road....who knows a bit about computers...but he's cheap!
It is possible that your graphics card can not handle the resolution..in which case it begs the question..do you have the right driver...or I suppose maybe it could be your monitor...but it must be really old if it is.

I was thinking it might be the monitor...it's by no means new, but it's not like it's ancient either...I'll just have to go check all my drivers and everything to see what's up.

Um. Yeah. Considering pirated copies are exact copies of purchased copies, I'd say if that were the case it has nothing to do with it.
But yeah, it's your video card, monitor, or video card drivers.:classic2:
