my hosting provider offer me ftp access, so I would like to know about ftp access.

FTP allows you to send and receive files from/to the configured host. In hosting FTP access will be very handy. To upload files, images, whole contents to your site.

GUI based FTP softwares like cuteftp, filezilla will allow you to change the file/folder permissions also.

Just be aware that is not something extra addon to your web hosting account. I would say that is main part of any web hosting account.

You can use file manager inside your control panel using the web browser. For a good FTP program - CuteFTP, CoreFTP I have used both and like them.
