That is one of the more common 'Rules' in about every Free WebHost that is around, since most Administrators (excluding those that offer Hosting in different languages) are english-speaking. If your site is, let's say, in German when the site Administrators are english-speaking, and are totally illiterate in German, how are they going to check your site for Banned content?
