Is there a setting I can choose with in Outlook 2007 to where when I reply to someone's email to me, regardless of their settings, my email signatures will look how I set them up to look?

What do you mean? Are you saying that you want to make sure your email recipients receive your signature as you see it yourself?

There is no real way to make this happen, the closest you can get is by using plain text, all the same size, all the same font. Most likely your recipient's email client will change the font (especially if they use an online one) but that is usually the best you can do.

In a way, I figured that might be the case, but never hurts to ask.

The problem is that most people don't know there is an option to use HTML in their web based email clients (or the client simply doesn't support it).

However, using HTML in yours signature isn't so bad if you consider that it will be converted to plain text. Just keep that in mind when making your signature.
