I have a quad core with 2gb of ram right now on a 64-bit Centos server with cPanel. Should I get 4gb or more of ram instead? My connection is a 10mbps but is 100mbps 10 times better? My server load has been always under 1 except for Rebuilding Apache and running cPanel updates. What do you think I need to do?

I would stick with the ram you have just now unless the memory useage is high, you should really notice the difference with an 100mbps line especially uploading via ftp :)

100 mbps is worth it, more than 2 GB isn't usually necessary unless as Jordan said your memory usage is high. Under 1.00 load is nothing on a Quad Core, I wouldn't worry unless it starts to get about 3-4 average.

100 mbps port should really help for high traffic sites. $10 is good rate for the upgrade.
