Is there any way to have it so when you are typing in the to, cc, and bcc fields that the only people (email addresses that show up) are the ones that are in your outlook address book. Thanks

Yes you double/single click on the To icon next to the field and add them via the UI not typing them.

I was referring to showing only email addresses in the address book, and not addresses that are not in the address book.

what iAdam said will display only addresses that are in your address book but it's not as efficient as typing them in the TO box. Unfortunately I don't think it's possible/haven't found a way to do change such setting. The purpose of that box is actually displaying all email addresses that were used in the past.

Of-course you could always rip the core coding apart and tweak it yourself, my friend did it to get the exact requirement you need. But apart from that you're stuck unfortunately.
