Hya,
I need unmonitored hosting , cpanel hosting
Edit: By unmonitored , i mean there shouldn't be any lurking or monitoring of my files , whether i host anything e.g porn .. anything. That could be abusive.

Hello,
I would also like to know what you mean by unmonitored. It's going to be hard to find a reliable host that doesn't monitor their servers because it's going to cause allot of downtime.
Do you have a budget in mind?

A lot of places won't do this because of the risk of child porn or illegal files.

Yeah. In fact it sounds like you are looking to host something that would require offshore hosting anyway for legal reasons.
Now if it's just a matter of hosting proprietary software that you don't want the host using sections of or telling anyone about all you need to do is request a host that will fill out a non-disclosure agreement. That way you have the host's assurance that they will not tell anyone what they saw without appropriate legal procedures (IE a court order) but they can still check to be sure you are not violating their terms of service.

You are going to violate TOS of many web hosts including us. I am sorry, but this is not something we can provide you.

If your potential web host will get an abuse from somewhere I suppose in that case your account will be closed.
When you sign up for any web hosting service you sign TOS and AUP. And if you violate them in any case you will be banned.

it looks like it's potentially risky to store the content you have.
