On most traditional web hosting services this kind of web hosting is not allowed. So I think you need to do the search for narrow specialized web hosts.

How will this proxy be used?

If it will be used by more than just you, how much usage do you expect to have?

Will there be any kind of filtering to prevent this proxy from being abused?

These kind of questions you have to answer before most hosts will make an offer for such a service.
