A Registrar is a place to buy a domain name, such as thisismysite.com.

What do you mean when you say you want to host your own site? Are you going to do this on a computer attached to a high speed network connection at your house? Co-located in a NOC somewhere? Or do you just mean you want a website with your own domain name.

As for what services are free and what someone is charging you for, we can guess without at least knowing the company you are talking about.

As for pricing differences, every company has a unique business model, so they will offer dramatically different pricing structures, services, features and support. There is no simple answer here - it depends on what you are after.
