Connection refused, so judging by the problems other people are getting, i would say server prob, or somewhere in the network.

When a page turns up with a DNS or 404 error, does one really need to copy the exact message as though it's totally new and unheard of by anyone? It's especially irksome when the person is using IE and they copy the entire IE friendly 404 error page. That's my little rant for today. In reply to the real question at hand: no.
