There is a list of countries there that aren't accepted. Also there is an IP check done.
"Don't cheat ,We will record you IP every time."

I don't see any terms of service there anywhere. Join at your own risk.

there is something like proxies , to fake ip's ;)

Anyway I don't think it's worth it ...
