Looks good.

I would recommend:
-Take out the latest news bit, people aren't coming to your website to see the news are they?
- Where you have put "Put us in your favorites" make it so NS users and other browsers can do to.
-Add some sort of interactivity, A forum maybe, or even just a weekly poll.

I was going to put a forum on it but then i realised im really not getting enough visitors yet to have some sort of reasonable conversation going. But a weekly poll might be an idea! thanks a lot for the feeback!

I would say ad a guestbook or something so your visitors can leave comments if you do not want a forum, and do the weekly poll, and if you can find a way to allow them to send you questions for it, but apart from that its good, about 7/10.

-Looks okay, but I think being optimized for 800x600 resolution is better than optimizing for 640x480 because seldom people use it now and it looks small in higher resolutions
