Change a domain server to redirect/link to an IP Address, or use the IP Address as the name server?

That's not a domain. You don't own it. Plus, .tk domains are probably the slowest around. More people would come to your site if you had http://www.freewebhost.com/zone572/group38/computers/internet/mysite

Can u tell me the URL?

I need a free domain(like domain.kg but domain.kg need to pay money) that I can change the DNS server.
Like
DNS1: ns1.???.com
DNS2: ns2.???.com

That is what I want. Not a domain forwarding services.
